The Housing Authority of the City of Longview, dba Housing Opportunities of South West Washington (HOSWWA) was established by city ordinance on July 24, 1975 under the authority of RCW 35.82.030.

In the early 1990’s the Housing Authority jurisdiction expanded to the cities of Castle Rock and Woodland, and also Pacific and Wahkiakum Counties by requests of those jurisdictions.  Currently, HOSWWA is a strong regional agency with a jurisdiction that includes Cowlitz County (except Kalama and Kelso), Lewis, Pacific and Wahkiakum Counties.  Within this jurisdiction, HOSWWA owns and manages 379 affordable housing units; more than 1,500 Housing Choice Vouchers and provides case management services and transitional housing to homeless veterans.
