Raymond, WA: Joint Pacific County Housing Authority (JPCHA) is happy to announce the long-awaited Grand Opening of Willapa Center located at 216 #rd St., Raymond, WA.
This project began long ago with a vision from Willapa Community Development Association (WCDA) had a dream to build replacement housing for the Willapa Hotel that burned down in the same location. It took many years for this project to come to fruition but a major investment from the State of Washington finally made it happen. Willapa Center is a 3 story affordable housing complex with 30 units, a daycare and nonprofit offices. Please join us for a grand opening ceremony, Tuesday March 26, 2024, at 11:00am, at 216 Third ST, Raymond WA. The grand opening will include refreshments as well as a building tour.
About JPCHA: serves Joint Pacific County Housing Authority (JPCHA) was created in 2003 by Pacific County Ordinance No. 154 and serves all of Pacific County including the cities of Ilwaco, Long Beach, Raymond and South Bend. The Board of JPCHA is appointed by the representative jurisdiction and the agency is staffed through a contract with Housing Opportunities of Southwest Washington (HOSWWA).
Longview, WA: Housing Opportunities of SW WA (HOSWWA) is happy to announce that we are ready to break ground on Sunrise Village, our newest development project! The celebration will begin at 12:00 pm on Monday, March 18, 2024, at 3820 Pennsylvania St, in Longview, WA.
This project began when the Longview Presbyterian Church decided to utilize their empty acreage to help with the affordable housing crisis. The church partnered with HOSWWA and donated the land to bring this dream to fruition. Sunrise Village will be a 40-unit townhome style affordable housing complex with units set aside for Seniors, Families and Victims of Domestic Violence. We are grateful for the support from our local community to make this project successful.
Our first tranche of funding came from an anonymous donor in Cowlitz County through the Community Foundation of SW WA. This initial support is what got this project off the ground as it gave us funds to perform feasibility and pre-development work. Since then, the project has also garnered funding support from the following entities:
- City of Longview $1,438,134
- Cowlitz County $752,200
- PeaceHealth $250,000
- FHLB $ 500,000
- WA State Housing Trust Fund $3,939,435
- Community Foundation $160,000
- US Bank LIHTC Equity $9,843,588

Longview, WA: HOSWWA is incredibly pleased to announce receipt of 25 FYI vouchers to help youth by providing rental assistance and supportive services to young adults (18 to 24) who have left or will leave foster care within 90 days and are homeless or at risk for being homeless. This program is a part of HUD’s FYI initiative to prevent homelessness in young adults. Supportive services will be offered to ensure housing stability and success. These vouchers can be used for private apartments and are valid for a maximum of 36 months.
Youth Adults often have inadequate income and typically do not have rental history to satisfy the requirements of many landlords. We encourage and look forward to landlords and property managers reaching out to HOSWWA to let us know if you have a rental unit available so our young adults may have a chance at having a home while navigating the additional responsibilities of being an adult.

Sunrise Village, a proposed 40-unit affordable housing development in Longview WA, recently received the final funds needed to begin construction. A total of $16.6 million has been committed to the construction of this project. Funding sources include private investment through the Low-Income Housing Tax Credit Program as well as the City of Longview, Cowlitz County, WA State Department of Commerce Housing Trust Fund, PeaceHealth Medical Group, and Community Foundation of SW Washington.
Sunrise Village will be located at 38th Ave and Pennsylvania St. in Longview, WA, adjacent to Longview Presbyterian Church and near Mint Valley Elementary School. This land was donated by Longview Presbyterian Church specifically for affordable housing for homeless individuals and families.

Longview, WA: HOSWWA is happy to announce that Sunrise Village was selected for funding in the recent Housing Trust Fund and Low Income Housing Tax Credit award round. The project now has sufficient funds to move forward. Beginning in early 2023, HOSWWA will release an RFP seeking a private investor to partner on the tax credits. Sometime in the second quarter of 2023 we anticipate reaching out to the community for input on designs for the project.

Funds to Support the Sunrise Village Housing Project

Longview, WA: HOSWWA is happy to announce that the City of Longview has allocated HOME American Rescue Plan (HOME-ARP) funds for our next development project, a new 40-unit low-income housing development in Longview, WA. The City of Longview will be providing $746,030 for development expenses for the Sunrise Village Apartments to be located at 38th and Pennsylvania. Through several separate awards, the City of Longview has awarded a total of $1,188,134 HOME-ARP funds to the project.
In 2021, Cowlitz County had a 1% vacancy rate for all types of housing, driving up costs while availability dwindled. Furthermore, there are more than 328 documented homeless individuals in Cowlitz County, as well as many more who are homeless and not accounted for. By developing Sunrise Village, HOSWWA seeks to provide 40 units of new low-income housing with supportive services.
Sunrise Village will be located at 38th Ave and Pennsylvania St. in Longview, WA, adjacent to Longview Presbyterian Church and near Mint Valley Elementary School. This land was donated by Longview Presbyterian Church specifically for affordable housing for homeless individuals and families.
In addition to the land donation from Longview Presbyterian Church and the HOME funds from the City of Longview, HOSWWA has also received funds from PeaceHealth, Enterprise Community Partners and Community Foundation of SW Washington for the project.
With the addition of this award, $1,598,000 has been committed to Sunrise Village. To meet the expected cost of over $14,715,000, HOSWWA is in the process of applying for further funds from the Department of Commerce’s Housing Trust Fund, Cowlitz County 1406 funds, and Washington State Housing Finance Commission (WSHFC) for Low-Income Housing Tax Credit (LIHTC).
HOSWWA hopes to have Sunrise Village fully funded by December 2022 and to begin construction in early 2023.

Peace Health will be providing a grant totaling $250,000 for development expenses for the Sunrise Village Apartments to be located at 38th and Pennsylvania.

Housing Opportunities of SW Washington will offer preapplications to low-income individuals and families for the “Section 8” Housing Choice Voucher (HCV) program beginning at 10:00 a.m. Wednesday, April 13, 2022, and closing at 4:30 p.m. Thursday, April 14, 2022. The Housing Choice Voucher program provides rental assistance to eligible low-income individuals and families, which helps them afford safe, quality housing. This will be an online event ONLY. Applications must be submitted online by scanning the QR code above or going to our online portal at www.hoswwaconnect.org No paper applications will be accepted. Staff are available in our offices to assist if needed.
Applicants must have a valid email account prior to completing the preapplication. Applicants can apply anywhere internet access is available.

Housing Opportunities of SW Washington (HOSWWA) receives new grants for Homeless Veteran Services
Housing Opportunities is pleased to announce a continuation of an award valued at approximately $500,000 to $700,000 to support 35 beds of supportive housing for Homeless Veterans. This award from the US Veteran’s Administration will enable HOSWWA to continue our programs and expand them to serve even more veterans.
HOSWWA also receive a continuation award, valued at $225,000 for the renewal of full-time case manager for services to Veteran already in housing.
In addition, HOSWWA received a Capital Grant valued at $272,844.12, for the remodel to existing facilities and the approval to purchase 4 new housing units.
