Marchelle Knapp, Chair

Currently I am the administrator for Campus Towers a non-profit affordable senior housing facility located in Longview. Prior to my current role I had a long career with Bank of America retiring in 2016 after 30 years with the company. My most recent position was vice president Banking Center Manager of the Longview center.

My family and I have called Cowlitz County home for the past 25 years. I am an active member of Northlake Church. My passion is to advocate for children in the foster care system. I serve as a CASA volunteer and an orphan care ministry leader.

I believe that stable housing is a cornerstone for healthy families. Serving as a commissioner for HOSWWA gives me the opportunity to be a voice for affordable housing in our region.

David's Bio

I've been a personal banker for over 15 years. My goal is to help clients in our community with their immediate financial needs, by building relationships and long term planning. I see myself as a family/community banker. Currently on the Ethnic Support Council of Cowlitz County Board, which supports different ethnicities in the community. Being a business owner for over a year now has really helped me to connect and educate our business clients how to manage and grow their business based on personal experience. Understand programs and options for our community is important to me to insure everyone understands and is educated in housing options, employment opportunities, being community involved has always been an interest for me. Our family is involved in local sports and our business has had the opportunity to sponsor local teams. Very excited to serve as a Commissioner for HOSWWA to help the need for affordable housing.

CEO Jennifer Westeman and her staff as well as Board Chair Marchelle Knapp and her fellow Commissioners have a clear understanding and purpose in providing the best opportunities to the community they serve. Our Veterans services are the Best and second to none! Although our reach is from Woodland, to Long Beach, Wa. new projects and opportunities are in the works. What a deal....

I have been a Realtor in Cowlitz County for over 35 years, helping buyers and sellers make life transitions and mentoring fellow agents as they develop their real estate careers. I have also been involved in many community organizations over time and currently serve on the boards of Child Advocates of Cowlitz County (formerly CASA) and the Kelso Public School Foundation.
My career and community involvement have pointed out the increasing need for affordable housing in the region, for our most vulnerable populations and families with children. I am proud to bring my real
estate experience to serve as a Commissioner of HOSWWA and to advocate for those in need of affordable housing options.

Michael O'Neill, Commissioner

Michael's Bio

Michael O’Neill first became aware of local housing issues while working for the County on the 2014 Community Health Improvement Plan. Michael has continued to be a local advocate for affordable housing and other issues that impact health in our community. Through his work in the public sector Michael is familiar with public planning processes and the need to ground decision making in reliable data.

As a public servant, Michael has led multiple projects and initiatives that have mobilized resources into our community. Currently he works for a social good software and solutions company as their Director of Implementation & Best Practices. Michael also plays the violin in the Southwest Washington Symphony.

Michael sees affordable housing as a vital and necessary component of a healthy community.
