Housing Opportunities of SW Washington, in Partnership with the  City of Longview and Cowlitz County, Announces the Landing at Goldfinch Grove

LONGVIEW, WA – January 23, 20 26 — Housing Opportunities of SW Washington (HOSWWA), in partnership with the City of Longview and Cowlitz County, today announced the launch of The Landing at Goldfinch Grove, a proposed 74-unit affordable housing community located at 5317 Ocean Beach Highway.

The project represents a significant regional investment in safe, stable and attainable housing for local families. Construction is anticipated to begin in September 2026.

Responding to a Documented Housing Need
Cowlitz County continues to experience sustained pressure across the housing spectrum, including a shortage of affordable units and increased demand for permanent housing options. The Cowlitz County Five Year Homeless Housing Plan identifies a continued need to increase access to affordable housing.

The Landing at Goldfinch Grove directly responds to that need by increasing the supply of high quality, affordable housing in Longview and surrounding communities, helping strengthen long term housing stability in the region.

A Fully Funded Public and Private Partnership
The Landing at Goldfinch Grove is fully funded through a comprehensive partnership of local, state and private resources totaling more than $36.2 million.

The City of Longview is contributing $3.3 million through the local 0.1 percent Sales Tax for Affordable Housing and SHB 1406. Cowlitz County is contributing $1 million in a combination of document recording fee and affordable/supportive housing tax funds. The City and HOSWWA also worked collaboratively to secure $1 million in Community Housing Infrastructure Program funds from Washington State to support essential infrastructure.

Additional funding includes:

  • $200,000 from the Firstenburg Foundation
  • $5 million from the Washington State Housing Trust Fund
  • $23.1 million in Low Income Housing Tax Credit equity from the Washington State Housing Finance Commission
  • $1.8 million commercial loan
  • $757,036 deferred development fee from HOSWWA

This comprehensive $36.2 million public and private investment ensures the project can move forward without delay, bringing urgently needed affordable housing opportunities to the community.

I’m incredibly proud of the collective effort that made this possible, from state funding partners to our local governments and foundation supporters. When we work together, we create lasting change for the communities we serve.”

Longview City Manager Jennifer Wills added, “This project reflects our Community First commitment to ensuring that Longview families have access to safe and stable housing. We were intentional about using local resources to leverage significant state and private investment, multiplying the impact of every local dollar. That is responsible governance and long-term planning in action.”

HOSWWA administers approximately 1,600 Housing Choice Vouchers and owns or manages 379 units of affordable housing.
